Russia Prepares for War at Any Cost: The 2025 Budget Reflects the Kremlin’s Priorities

The Russian Federation continues its aggressive policies, showing no intention of ending the war against Ukraine. The newly approved Russian budget for 2025 reveals record-high defense spending, with 32.5% of total expenditures allocated to military needs. This marks the highest percentage in modern Russian history, even surpassing the 28.3% defense spending in 2024.

Record Military Spending in the Russian Budget

The figures leave no doubt that the Kremlin has no plans to cease its military operations. Instead of investing in the economy, social infrastructure, healthcare, or education, the Russian government is channeling a significant portion of national resources into war efforts. Housing, roads, pensions, and social benefits are pushed aside, as the focus remains firmly on sustaining the military machine.

Despite a worsening economic situation, depleted weapon reserves, and reliance on ammunition supplies from North Korea, the Kremlin is determined to spend everything it has to prolong the war. Analysts warn that 2025 could be the year when Russia fights “with its last resources,” yet an extremely intense military struggle is still expected.

Context: Escalation of Russian Aggression

Rather than seeking peace, Russia plans to intensify its military pressure. In 2025, Moscow is expected to push for maximum gains on the battlefield, committing all available resources to the war effort. At the same time, it is becoming increasingly clear that Russia’s resources are running out. For instance, significant shortages in tank production have already been reported, and ammunition supplies are now dependent on Kim Jong Un’s regime.

As Russia prepares for a new wave of aggression, the winter of 2024–2025 will be a challenging period for Ukraine. A heightened level of escalation, potential massive missile strikes, and attacks on civilian infrastructure are just some of the looming threats Ukraine must face.

The Ukrainian people must brace for a difficult year as the Kremlin uses its remaining resources in an attempt to shift the course of the war. However, Russia’s growing international isolation, economic sanctions, and shortages of critical resources are steadily weakening its position.
